It all started with the
bitter seeds sown by “minto-morley “reforms of 1909, when a separate electorate
was given to Muslims for the first time. Where by only Muslims can be elected
as representative for Muslim population. Later this was extended to Christians,
Sikhs, and other minority groups in 1919 through Montague-chelmsford reforms.
This is to divide the well knitted communities and rule them when in chaos.
Mahatma Gandhi categorically criticized this and against such community based
representation. He went on hunger strike and past unto death at yerravada jail
in pune .Mahatma knows what disaster lies ahead with such community based
representation.
Dr.B.R.Ambedkar who
later on became the father of our Indian constitution had favored such
discrimination based on community basis and supported the separated electorate
for different communities. Where by now Sikhs can elected only Sikhs,
Christians only Christians and Muslims among Muslims. But the hunger strike by
Gandhiji made Ambedkar to realize the disaster ahead. As a compromise, he seek certain
“quota” are to be reserved for the minorities and down trodden in the
legislatures. This is a giant leap towards downtrodden communities’ people, where
by now their aspirations are also considered in the nation making. This
agreement between Gandhi and Ambedkar is famously termed as the “pune pact”.
When India became
independent in 1947 Aug. 15, the responsibility of constitution making was
given to the drafting committee headed by Dr.B.R.Ambedkar. This time the
reservations became more explicit by providing provisions in the constitution
.DRAmbedkar urged for the time bound implementation and to dilute thereafter .But
our political class is eating grass to get into power, so it’s extending the
reservation there by every 10 years. Recently in 2010 the government of the day
extended the reservation for 10 more years.is it a shame on the government?
Even after 65 so called glorious years of independence there are still reservations.
Why still so many downtrodden existed? And Year after year their count should
be decreased but why every year, new and many more people are coming under the umbrella
of reservations? What is the pride for government in granting to every
community the tag of reservation? How long they are going to continue this menace?
Is the reservation policy followed by the India government is rational? Is it
justifiable?
The
intention behind bringing the reservation policy is to
give the down trodden sections a window of hope. How is it being used? As a weapon
to destroy the societal maladies? Or as a tool to build the egalitarian neo Indian
society. Or is it used to destroy the nation and ruin the system?
It is agreed fact that
before pre independence and there after till the 1970’s to 80’s there is a wide
spread discrimination against certain classes of the society. But today these
natural differences are reduced to wafer thin thickness if not to zero. But the
political parties are creating artificial differences in the society in the
name of SC/ST/BC’S/OBC’S etc… absolutely for vote’s by doing so they
successfully reducing the peace in the society to wafer thin thickness. On one
hand we are boasting as a Secular Nation then why should the Government
encourage caste or community groupings and caste factionalism and caste backed
leaders and caste politics?
The intention and
concept of reservation is misguided, misused. Today this issue of reservation
appears to be a chronic problem in the society. Affecting the nation’s progress
in all the directions.
Why the government is NOT
projecting the past and future expected trends in the no of people benefited
from the reservation policy over the past 65 years. Does the government have a
fair, transparent, justifiable reservation policy? Why every time government is
adding more castes and communities into the reservation fold? It should be the
other way, government day by day should reduce the no of people from
reservation benefit list. Doesn’t the government feel ashamed to say that still
no progress in the life’s of peoples of downtrodden sections of society? Are
the people becoming backward or the government regressing for vote bank politics?
Does any politician in India have guts to say that he is ready to revive and
modify the reservation policy? Nutrition, malnutrition, Infant Mortality rate,
maternal mortality rate, illiteracy, ignorance, unemployment, growing crime against
child and women whatever may the index India is faring poorly, why? For how
long you want to see India as a developing nation? As a poor nation? Why can’t
we improve our Human development Index [HDI]? Why our nation progress which
can’t has ample man and material resources at its door steps.
Growing
Merit deficit offices:
THE only aim government
is to somehow or other bring the reserved category of people to government posts.
There by posing to people as a well-wisher of these peoples. The government is
least bothered about their merit, whether they fit into the position or not.
This is particularly seen in case of countries highly respectable positions
like IFS, IAS,IPS ...etc. who are recruited by an uncompetitive and unjustifiable
policy through UPSC. There is a clear discrimination, where many eligible and
meritorious general category candidates are eliminated, and the positions are
filled by some merit deficit people there by bringing the nations governance to
chaos. Why India is where it is since independence? Is absolutely due to the
irrational Reservation policy.

The reservation policy can be pro downtrodden people
but can’t be against the general candidates. From the above marks list you can

What
changes can be made to have a fair and justifiable reservation policy?
I have following points
which makes the reservation policy more equitable, in civil services
1. Give unlimited
attempts without compromising on the cutoff marks for reserved category people.
2. Give only 4 attempts
to every aspirant irrespective of the category he/she belongs to, while compromising
on the cutoff marks is allowed
3. Give more NO.OF attempts
to general category aspirants and also increase the upper age limit for them,
for after all being born in general category is not their crime.
4. Most importantly government should aim at building the skills and
enhancing the potency of reserved category people. By reducing the cutoff marks,
government is accepting the inability of those people indirectly. Government
should strive to enhance their skills i.e.
It should enable them to catch the fish not to feed them. Why should someone
hire an inefficient person? Instead make them efficient and then hire.
5. Government is
already training them for free of cost, let it do more effectively. Let the
government train them in best institutions of their choice. And then begin the race,
whoever comes first let them take the cup. Don’t compromise on cutoff marks.
Let it be same for everyone. Doing this the Government can increase their
efficiency.
6. Not only in civil
services but in any competitive exam let the government hire on the basis of merit.
The reason for which private sector keeps growing and government sector
perishing is the blind and non-fair, and non-transparent reservation policy.
7. Remove the concept
of carry forward, let the eligible
in General category people occupy when the seats are not filled. Why such a big
injustice
If this irrational
reservation policy goes unbridled, then there may rise strong anti-reservation
opposition and parties that support them, which in turn may threaten the entire
concept of positive discrimination.
You can’t hire an
amputee as a driver to your car, but how can you do this when you’re choosing
for the drivers of economy and society and the nation as a whole. This may lead
to two things, either such a driver will cause accidents and create havoc to
others too or the car stays where there it is, i.e. without progress. Now you
can think of the progress made by India. Can you see anything?
Why
brain drain is happening? The Nobel laureate shri venkata
raman rama Krishnan is an example for this. If India provided for the
encouragement of real merit, today he might be called as an absolute citizen of
India. But we have no shame in calling him Indian origin when he’s legally no
longer an Indian citizen. This is one of the example for how people are shining
when they went out of India, where only merit is considered. Politicians are
literally dividing the society in to SC/ST/BC/ and OC absolutely for their
political gains. When these divisions shall goes off.
What
about the meritorious poor general candidates? Where should
they go when they are unable to fulfill their desire either a job in government
sector or a seat in medicine or engineering. Take the case of Gayatri and others (V) government of Tamilnadu,
this case explains the pathetic situation in which the general candidates are
placed.
Young Gayatri a 12th
class student scored 98.5% of marks, yet she was denied admission in any of the
medical colleges in Tamilnadu. She’s denied absolutely because of the present 69% reservation in Tamilnadu. Why is
the Supreme Court and the high court of Tamilnadu are blind to wards this. Doesn’t
the Tamilnadu know that 50% is the upper limit for any reservations? Where
shall the most eligible candidates go? Is this not a reason why in India the
medical service is of substandard especially in government hospitals? Does any
politician dare to get a treatment in the government hospitals that are flooded
with the so called people of their choice? Why should they go aboard for any
misalignment? Why can’t they treated in India? Why should the people suffer in
the hands of impotent and inefficient medical staff?
In the above case of
gayatri and others v Tamilnadu government, there are around 15 students in
between 98% to 98.5 % marks who were denied admission. Thanks to the Supreme
Court, which intervened and asked the state to create seats for these people.
What about the other people who have no access to any legal service? Yet highly
meritorious? What he/she commits a suicide? What if he/she turns as an extremist?
If the government’s is really interested let them create a separate state for
all the reserved people and put all our income there for their development but
should not play with our career, dreams and aspirations.
India remains a
backward and poor developing nation if these idiotic policies were continued irrationally.
When there is no recognition for merit the brains will drain into an ocean
where they are considered.
How
the policy should be:
Having said the draw
backs with various case studies, now I have a view towards a constructive
reservation policy particularly to be followed in civil services examination,
for a better India and a better world.
One should be clear to
reader is I’m not against any
reservation policy. But I’m against only for an irrational policy which
deteriorates the system of governance and economy and the entire national
dignity in the world as a whole.
Let us consider the
following views for a comprehensive and constructive reservation policy.
1.
Capacity building:
The policy should aim
at building the capacity of reserved category candidates so that they can
compete with general merit candidates without any embarrassed feeling .This
ensures a moderate cut off for all people and true merit is recognized. Thus
reduces the feeling among general merit people that the reserved candidates are
of general merit.
How
capacity building could be done then? [For competitive
exams civil services in particular]:
The government already
has necessary institutions like the SC study circle, ST study circle, BC study circle;
it should now concentrate on physical and social infrastructure. Give the down
trodden people good schooling {though the RTE is there but its performance is
not up to the mark.}Ask them to join any school of their wish in their area or
far off, let the government pays for their dues. It doesn’t cost much when
compared to unfruitful projects and mismanaged funds and corruption taking
place in the system. Let a separate school funding department be established,
collect funds by donations from big corporate to ordinary people. Let the CSR
be directed towards such fruit full things. Provide those people with best food,
accommodation; enable them to compete in general category. Remove the
segregation of people in to 4 class fold of SC/ST/OBC/OC choose the ones who
comes first in the race, otherwise the reservations have made the entrances a gambling.
Whereas the General merit people are shelling more money out of their pockets
to the educational institutions business. This is irony to say that, today education
business has become worse than prostitution. Degrees are sold in open market.
Recognize the merit; to prevent brain drain. What is the use in making an unfit
candidate getting admitted into top most institutions without any merit and
wasting his career? And also, the career of the most potent candidates, who
were being eliminated in the race due to undeserved candidates, occupied the
positions.
Reaching
for roots
Remove all different categories
in all application forms. Help the poor and needy on whatever caste/religion
they may be. For this have a comprehensive survey at root level i.e., gram
panchayats List out - Lock - Levy - Let them live. I.e.
list out the true beneficiaries, lock the list and then levy a tax for their
wellbeing and let them live.
Duplicity
Weed out the
duplicate/Ghost users. False People, who acquire the reserved certificates
using illegal means.
One
Person Norm
Let the reservation be
used by one person while appearing for a topmost job using the quotes (IAS, IPS)
make him as OC immediately. Why should his siblings, sons/daughters use SC/ST/BC
quota even after he made into any Government JOB? Let others too benefit.
One
Time use
Policy should be made
in such a way that the person who’s in reservation quote shall use the
reservation either in education or during the job why all his life?
Creamy
Layer
Government should fix
the creamy layer rationally. For any person SC/ST/BC it can be around 4
lakhs/annum , Below this give them financial support, it can’t be as high as 6
lakhs as the Government decided recently this is absolutely vote bank politics because more no of
people will fit under this umbrella and parties can increase their vote share.
No
Compromise on merit, No reservation in promotions.
Whatever may be the
case an entrance test for admission to a professional course or a competitive
exam to Government Jobs everyone should have equal cutoff, only merit should be
considered under any circumstances, else India will be India for ever like this
with inefficient people in offices.
Red Tapism, delay etc.
RESERVATION
IN PROMOTION promotes the laziness, now why the candidates works any way he
will be promoted, when there is reservation, why he/she should listen to his
superior it disturbs the harmony in offices.
Government can correct
its mistake by implementing at least few of the suggestions made for a better
India. It is the responsibility of government to see all sections of society
benefit. Not only a few at the cost of others. By having a fair, transparent, time
bound, comprehensive and constructive policy on reservation we can see a better
India for a better world very soon.
